Guide to Obtaining a Dental License in New York
General Requirements
- Be at least 21 years old
- Be of good moral character
- Graduate from a Commission on Dental Accreditation (CODA) accredited dental school
- Pass the National Board Dental Examination (NBDE) Parts I and II or the Integrated National Board Dental Examination (INBDE)
- Pass a clinical examination accepted by the New York State Board for Dentistry
Pathways to Licensure
1. Examination Pathway
- Complete all general requirements
- Pass one of the following clinical exams:
- American Board of Dental Examiners (ADEX) dental exam
- North East Regional Board (NERB) dental exam (if taken before 2020)
- Complete at least 60 hours of approved continuing education
- Submit a completed application with required documentation and fees
2. Licensure by Endorsement
For dentists licensed and practicing in another state:
- Have an active license in good standing from another state for at least two years
- Have completed at least 6,500 hours of professional practice within the past five years
- Pass the New York State Jurisprudence Examination
- Complete at least 60 hours of approved continuing education
- Submit a completed application with required documentation and fees
3. Limited Licensure
For dentists participating in dental residency programs:
- Be accepted into a New York dental residency program
- Submit a completed application with required documentation and fees
- License is valid only for the duration of the residency program and at the specified facility
4. Restricted Dental Faculty License
For dentists teaching in dental schools:
- Be appointed as a full-time faculty member at a New York State dental school
- Have a dental degree from an accredited program
- Have at least two years of satisfactory practice or have completed an accredited advanced dental education program
- Submit a completed application with required documentation and fees
Application Process
- Create an account and complete the online application through the New York State Education Department (NYSED) Office of the Professions
- Submit required documents:
- Official transcripts from dental school
- NBDE or INBDE scores
- Clinical examination scores
- Proof of completion of required continuing education
- Verification of other state licensure (if applicable)
- Pay the application and licensing fees
- Pass the New York State Jurisprudence Examination
- Provide fingerprints for a criminal background check
Maintaining Licensure
- Renew registration every three years
- Complete 60 hours of continuing education in each three-year registration period
- Maintain current CPR certification
Additional Requirements
- Child Abuse Identification and Reporting coursework (one-time requirement)
- Infection Control Training (to be renewed every four years)
